The Analysis Of The New Rural Social Pension Insurance Based On The Perspective Of Fairness

The new rural social pension insurance will be the first to take hundreds of millions of farmers into the social security system,after the abolition of agricultural tax, agricultural subsidies,the new rural cooperative medical policy,and another major benefit farming policy; which is progressively and narrow urban and rural difference, change urban and rural—the two yuan structure, promoting the equal access to basic public services an important basic project; and the realization of rural residents’old-age security, promoting family harmony, increasing farmer income called as Huimin policyIn September2009, the new rural social pension insurance has been popular by farmers in the pilot areas. Many scholars at home and abroad are very concerned about the new rural pension insurance policy in China. The new rural social pension insurance is new, we should use the developing vision and attitude to solve the problems in the development.So we must use the objective attitude to face and deal with the problems.The key point is fairness. Based on this, this article focus on the exploration of the new rural pension insurance in the implementation of the fair condition. First of all, according to literature, some datas were collected and summarized, making certain academic preparation well; and then, in-depth investigation in Suining area,the author has discussed with government staffs and many farmers about the new rural social pension insurance,obtaining relatively abundant first-hand data.This article tries to explore and solve the fair problem mainly from three aspects:one is that the state standard of basic pension is absolutly unity; another is that the local government financial subsidies can not be timely adjusted,because it is lack of linkage mechanism, compling with the economic changes;the last one is "the binding mechanism" is deprived of liberty rights.The article is shown that the state standard of basic pension should be based on the different regions of average net income of farmers,through scientific formula and concrete analysis. In addition, the local government should establish an interactive mechanism according to the local prices rises, in order to timely adjust. Finally, the author suggest to cancel the "binding mechanism" to make the most elderly people to get help.
