Innovation is the soul with which a nation progresses, and the country prospers. The innovation in humanity domain is not less important than that of the natural discipline domain; if the natural science is the tool with which a nation progresses, then the humanity science is the soul. The university students of arts are the talented people for the national innovation and development; its practice and innovation ability is worth paying attention to.The talented person of the university arts in practice and innovation refers to the university students who have good practice ability in the humanity and social sciences domain, and can create new knowledge or new achievement in the practice process, thus may be used to guide the reality. This kind of function manifests in creating the new knowledge, skill, the new method, and in providing the contribution value to this discipline development and to the solution to social questions with this domain on the other hand. The practice and innovation ability of university students of liberal arts is actually extremely weak. The students of liberal arts don’t have many innovation researches in their own discipline. The graduation thesis plagiarism phenomenon becomes the habit, the ability of specialized knowledge instructing social practice is not good, and when most students of liberal arts find it a problem to get employed approaching graduation. This has to do with the society itself, but the essential reason lies in the lack of the practice and innovation ability.How to raises and enhance the university students of liberal art to practice the innovation ability, this needs comprehensive analysis of the cause of the lack of the practice and innovation ability. It seems that the primary cause is that the higher education system has many malpractices, but the Chinese higher education is actually the extension of the elementary and middle schools education, and possibly down to the pre-school education. And then more deeply, the education system itself has problem, but cause of the lack of the practice and innovation ability of the university student of liberal art also includes the social reason, social culture reason, and social economy reason.In view of this, we must firstly start from the education system reform, whether it is the pre-school education or the elementary and middle schools education. All must carry on innovation vigorously, and the higher education system must increase the reform dynamics in particular, its school idea, the university management, the staff, the education method, the practice, and the inspection. This lies in "administration management" emphatically,"the reasonable school idea","the nimble curriculum and the emphasis on practicality","abolishing the value orientation of the staff’,"promoting with great effort the practice inspection way","the social practice reform","two lessons reforms" and so on. In addition, the social culture environment and the social economy environment must also provide the corresponding atmosphere to safeguard the higher education system reform to carry on smoothly. We should advocate one emerging culture which is advantageous to the individual practice and innovation ability production; it emphasizes the individuality, suspicion and risk, the property right consciousness, the protection of individual dignity, the individual achievement, the individual social sense of achievement, the society sense of responsibility and the national sense of honor. Only in such social culture atmosphere, can the individual practice and innovation virility be stimulated, encouraged and approved. The economic basis decides overtop structure; the economical development trend and support dynamics will also be able profoundly to the training of the practice and innovation ability of the university students of liberal art. The country and the educational department set up the related mass organization, the development facility, the creation organization, and the student outstanding achievement digestion organization which will be advantageous in extending the student’s specialized study interest, protect the students specialized study achievement, and stimulate the students and promote its practice and innovation ability in this discipline domain. But the tertiary industry as the main domain of the humanities survival and the practice, its development proportion will also provide the huge social space and the good social platform for the display of the practice and innovation ability of the university students of liberal art.The training of the practice and innovation ability of the university students of liberal art is a complex question, involving many related questions. It has to do with school education, home education, social culture, economical atmosphere, national policy and so on. We should search from many different angles and solve this problem objectively, so as to have a relatively correct theory instruction, and to make a little contribution to the reform practice in the future.
