Research On The Transformation Of Independent College Under The Angle Of New Institutional Economics

Under the background of reform and development of China’s higher education system, independentcollege has become an important component of China’s higher education after more than10years ofdevelopment, which has been appearing as an innovative special mechanism. The dimensional investmentsubject of the independent college, the market-based education philosophy as well as flexible educationmechanism, fully fuse the public university and the social capital’s dual superiority, is one kind ofinnovation running pattern. In the long view goal of China’s higher education reform and development, theindependent college encounters many problems and contradictions in the process of the development. As atransition mechanism, Independent colleges in itself exists great problems, such as, the unclear relation ofproperty right, incomplete governance structure, weak management system, and insignificant runningcharacteristics. In2006, the Ministry of Education issued “the Ministry of Education’s view on ordinaryinstitution of higher education’s establishment during the eleventh five-year plan”(2006, No.17), it statesexplicitly:“the independent college can be converted gradually to private ordinary institution of highereducation with independent organization system according to the needs and conditions”, that symbolizesthat the development of independent college in our country has entered the new stage. The Independentcolleges transform into private regular colleges is the orientation of national policy, and it meets the need ofthe market economic development, as well as effectively solves the problems existing in the independentinstitute, which makes the independent college progress in a stable, standard and independent running road,regulates the relation among the public institutions, private colleges and independent colleges and promotepopularization of our country’s higher education. This paper attempts to introduce the topic form perspective of the new system economics. To beggingwith the paper, the concepts of independent institute, independent colleges transformation and the coretheory of the new institutional economics are elaborated. The paper aims to study of the property rightproblem occurring in the process of the independent college transformation, agent problem, transaction costand institutional transformation problem.The second chapter mainly elaborates some related problems about the running school actuality of theindependent college. Literature methodology is used to comb the independent college’s developmentprocess, school pattern, property right, management system and so on. Through the elaboration of theseveral kind of school running patterns and the property right problems of the independent college, someproblems of the independent college have been discovered in the process of development, such as theundefined allocation of property, nonstandard management, imperfect corporate governance structure andso on, and that needs to seek the solution.The third chapter systematically elaborates our country’s policy on independent college so as tounderstand the trend of the national policy, according to the practical situation, such as the complexity ofthe independent college, the attitude of the national policy on the manner gradually tends to be reasonable,sound and stable development. According to the reality, formulate different path and specify thetranslational application procedure. This paper pays attention to the study of the transformation from theindependent colleges to private regular universities.In chapter four, it is the keystone and difficulty to analyze the transformation procedure of ourcountry’s independent colleges. In order to provide the fundamental theory, it analyzes the problems thatoccur in the process of transformation from perspective of the new institutional economics, which is basedon the property rights theory, the principal-agent theory, transaction cost theory and institution change theory, and problems analysis from the points of property rights, the principal-agent relationship,transaction cost and institutional change.Aims to study the successful experiences and problems that caused in the procedure, the fifth partconcentrates on the analysis actual case of Henan Shengda College, which is a powerful example for theabove four chapter’s statements, and render lessons for the transformationAccording to the above analysis, the sixth part makes the conclusion for the measures and suggestionsof transforming.Guided by the national policy, transformation is the trend of the time. Through thesummary and study to massive literature materials, the theoretical analysis, the policy analysis, and theactual investigation and study method, with the questionnaire investigation and interview, understandingthe independent institutes’ present situation systematically, the thesis analyzes the independent institutes’problems--property rights, the principal-agent relationship, transaction cost and institutional change，duringthe process of transformation under the angle of new institutional economic, which open up a new field inthe independent institutes transformation study and provide reference and theoretical basis for theindepenfent colleges developing,with innovation and practice.
