Since the reform and opening up, China’s higher education has had the earth-shakingchanges and achieved a historic development which has leap into a historic and critical stage ofthe big improvement now. Standing at a new historical starting point, we need to analyze the newsituation of higher education, emancipate the mind and make progress actively. Building thepowerful higher education country needs us build regional higher education and in particular, weshould focus on the problem of the resources integration and the development coordination ofthe regional higher education. We should actively explore new model of regional development ofhigher education, show concerned about the development concept and the mode of innovation.We should actively learn from other countries about their theories and experience of theconstruction of the regional center of higher education to provide intellectual support for therevitalization of northeast old industrial base.In this study, the author comprehensively uses methods of documentary, Case analysis andcomparative analysis to have a systematic and deep analysis and research on its three changesand evolutions which happened in the United Kingdom, Germany and the United States and thetwo causes and effects of domestic higher education regional centers. On this basis, we attemptto summarize the law, characteristics and new trend of its development and evolution of theregional centers of higher education. With the Growth Pole Theory and other theories for thebasic theory and the strategic development and construction practice in Liaoning Province, theauthor offers a few suggestions about the construction and the development of regional centers ofhigher education in Liaoning Province. A total of five parts:First, the introduction. This part mainly contains the problem, purpose and significance,literature review, research ideas and methods. In the literature review, two aspects of the analysishave been done: the first, domestic scholars’ research on the regional centers of higher education;the second, the research of foreign scholars on the regional centers of higher education whichmakes a clear theoretical value and practical significance of the study.Second, the concept definition and theory traceability of regional centers of highereducation. This section first defines the concept of regional centers of higher education andsummarizes the characteristics of it and finally described its theoretical basis, including the agglomeration-spillovers theory of colleges and universities, growth pole theory and thepost-development advantage theory.Third, the three international changes and revelation of regional centers of higher education.This part first introduces the three migration of the regional centers of international highereducation, and analyzes its third transfer motives and historical influences in England the18thcentury, Germany of19th century and the United States of20th century and summarizes thetransfer law and the development of a new trend the international regional centers of highereducation.Fourth, the development and evolution of domestic regional centers higher education. Twodevelopments of regional centers of higher education in China. Through the comparison analysis,the author sums up the causes and influencing factors of the development of regional centers ofhigher education in China and the new development trend.Fifth, the inspiration for Liaoning Province to create regional centers of higher educationfrom the law of the international and domestic development. Through summarizing thecharacteristics and historical evolution of the regional centers of analysis of domestic and foreignhigher education and drawing on their experience, the author proposes the rational suggestion ofbuilding the regional center of higher education in Liaoning Province.
