Research On Constructing And Evaluating The People’s Livelihood Index System

In2011, the content of the "Two Sessions" more focused on the people’s livelihood. It has become the theme of the "Two Sessions" every year. The issue of people’s liveihood is an important matter in relation to base of people and national plan. Therefore, whether the media, or the people who pay close attentiont to the "Two Sessions" look at the two meetings from the perspective of the people’s livelihood, and representatives of the "Two Sessions" are also participating politics from the angle of the people’s livelihood. Obviously the people’s livelihood has become the hottest issues of nowadays.It has been30years since the reform and opening up, China’s economic and social has made unprecedented achievement,However,along with the economic、social development and the thorough, a series of problems of the people’s livelihood is becoming more and more apparent,and the social contradictions is growing, certainly this would severely affect the healthy and sustained harmonious development of China’s economic and social. The closest attention of the people is related directly with their daily lives, daily necessities and the basic necessities. Especially for the price of commodities, house prices, income distribution problems have become the focus of the "Two Sessions" in recent years. How to effectively solve the problems above which many people pay close attention to,It is an important safeguard for the healthy development of china’s society in future, is also an important effort direction for maiking the government policy, we want to make the year2011""Two Sessions"" as a turning point, under the framework of the twelfth five year plans of the grand blueprint, to solve the problems of people’s livelihood is preferred, prominent place, in order to promote social full employment and increase the income of urban and rural residents for its overall development, establish a higher level and wider area of people’s livelihood security mechanism. It is aimed at more people sharing the development achievements of the reforming and open policy and ensure that the people’s lives and work well, and social stability、security and unity.Based on the background above, This article would explore the people’s livelihood issues from the academic point of view. and evaluate the relevant issues of the people’s livelihood in JiangXi province which based on the perspective of statistics. This paper first explain the significance of the topic, theoretical significance and practical significance for researching the people’s livelihood, Combination of domestic and international Review of Research on livelihood issues, this paper put forward an idea of the thesis and describe the issues of the connotation of the people’s livelihood, fully combine with the paper about the people’s livelihood problems at the communist party’s ruling policy in different historical period, finally establish the main contents of this paper;The employment, education, income from, medical treatment, consumption, the living environment, social stability and unity and harmony are the7’s hot spots, from the above seven problems of the people’s livelihood, in the index selection, using economic input-output principle, separately from the two aspects of input and output, based on the basic principle index selection, combined with the actual in JiangXi province, select the characteristic index of people’s livelihood which reflect to the people’s livelihood problems of JiangXi province, set up the index system of j the people’s livelihood in iangxi province, as a result of relative evaluation about a series of the people’s livelihood problems in JiangXi province. For the evaluation of the people’s livelihood problems in JiangXi province, this paper would evaluate from two directions, one is the comprehensive evaluation process of the people’s livelihood in JiangXi province, by building the comprehensive index, using analytic hierarchy process to determine the index weight, statistical index method the characteristics and standardized treatment,to make it quantitative, combined with the goal of building a moderately prosperous society as the basis,to compare through the selection of the actual value of the people’s livelihood indexes in JiangXi province2008-2010with the target of constructing an overall well-off society, this paper would discuss the problem of people’s livelihood realized degree in JiangXi province; Two is the efficiency evaluation of people’s livelihood, this paper discusses the government, enterprises and people’s investment theme which make a series of efforts to input for making the people’s livelihood improving and people get benefit and people’s output of the problems between the efficiency for the people’s livelihood issues. For a whole efficiency evaluation through the data envelopment analysis (DEA) model of JiangXi province in2008-2010’s to improve the situation,Finally,Based on the results of the process of people’s livelihood comprehensive evaluation and the people’s livelihood efficiency evaluation in JiangXi province, combine with reality, and find out the weak links of the people’s livelihood issues, which gives some personal opinions and corresponding suggestions.
