From January1,2009, the state requires that the implementation of the reform of performance-based pay among teachers in the stage of compulsory education. The relevant departments and local units also developed a series of methods and measures to carry out a series of work in accordance with the related requirements. The reform has achieved success to some extent, still there is problems such as falling instead of rising of the some teachers’ salary after the performance-based pay reform, teachers’ salaries gap is still large in different regions, in backward areas teachers’ performance-based pay policy is not impeccable, the teacher’s performance management and the appraisal system is not perfect, which has impeded the smooth progress of the reform. Therefore, through further research, propose measures to improve teacher performance-based pay reform of compulsory education stage in China are of great significance.To the above situation, through the use of literature research, mathematical analysis, lessons learned, case analysis and other methods, combining of the basis of relevant theories learning, a systematic review of relevant policies and content of the previous reform of China’s compulsory education teachers’ salaries before the performance-based pay policy, features and shortcomings, especially analyze the achievements and the problems of this salary reform of compulsory education stage, on the basis of the above background, make recommendations on further refine of the performance-based pay reform of the compulsory education stage:according to actual research in different areas, carry out the reform program step-by-step, and put the reform program into practice progressively; increase financial support for teacher performance pay, to ensure the implementation of teacher performance pay policy and make sure the teachers of compulsory education stage get their salary on time; build a complete teacher performance management system, introduce the balanced scorecard method, and innovate the management of the administrative staff of the compulsory education stage; integrated use of two lesson plans and value-added assessment to improve teaching quality assessment; increase the necessary main part to establish a scientific and democratic performance evaluation mechanism to protect a fair and comprehensive evaluation of teachers’ job performance; and improve governance mechanism of teacher performance pay reform. Finally, case analyses of the N elementary school teacher pay for performance reform, and make necessary complement and example illustration of the thesis in aforementioned studies.The main feature of this thesis is according to the requirements of the country on the quality-oriented education, from the characteristics of compulsory education, analyze the particularity of the compulsory education system and teachers’work, then propose the teachers’performance-based pay management and evaluation methods which is suitable for the compulsory education stage.
