The ministry of education in our country allowed Beijing university, Tsinghua university and other 22 universities try out the autonomous recruitment in 2003, since then, the scope of the autonomous recruitment in universities in China has been expanding, and gets breakthrough in the selection pattern and the selection standard. When the university autonomous recruitment is in its prosperous development, it is also bolted the two-decade-long of public opinion, the co-sponsors touted and the opponents courted. Admittedly, the implementation of the autonomous enrolment in a decade really exposed some problems, and departed from the original intent of the policy in some extent. So, it initiate people’s questioning and criticism. Therefore, the healthy development of autonomous enrolment in urgent need of a correct theoretical guidance and practical suggestions,. The success of its reform is of great significance to the deepening of the reform of the recruitment of students test system, and even the social harmony and stability, health development.Leung said:"The policy is the concrete expression of value, including the distribution of resources and power." We should that what value does the university autonomous recruitment policy chooses? How much has the value of the university autonomous recruitment policy been realized? What’s the reasonable path to realize the value of the university autonomous recruitment policy? These questions are the realistic subject that cannot be avoided in policy research. Only we have clear opinion on these questions, we can understand the nature of the university autonomous recruitment policy, to improve the decision makers and the general public to understand the policy and related phenomenon. This is not only in favor of the coordination and cooperation, but also to solve the values conflict, and effectively prevent the distortion and policy failure of university autonomous recruitment policy, facilitates its effective execution.Based on this, this paper made the university autonomous recruitment policy as research object, and the value analysis for the methodology guidance. The paper followed the research way of combination of macro and micro analysis, theoretical analysis and practice, analysied the "value choice" and "legitimacy" of the university autonomous recruitment policy, from the macro and theoretical level, and discussed the realization of its value, namely its "efficiency" in this paper from micro and practice level. The paper followed the guidance of value analysis, made systematic analysis from three aspects of "value choice", "legitimacy" and "validity". The first chapter describes the background of the university autonomous recruitment’s "value choice", and based on the analysis of the text of the university autonomous recruitment policy, the paper discussed the "value choice" and "legitimacy" of the university autonomous recruitment policy, from static angle. The second chapter basically analyses the policy’s "efficiency" from the dynamic angle, that is, level of the policy process. Firstly, gave a brief introduction of its development, then analyses the "efficiency",the paper also made brief analysis on the influence factors of achieving the policy’s effectiveness; In the third chapter, the writer reflected the value of the university autonomous recruitment, and thought how to promote the value of autonomous enrolment from both aspects of theory and practice.Through the study this paper concluded that the following conclusion:First, the value choice of the university autonomous recruitment policy conforms to China’s social reality, and the social demand social value. Second, the university autonomous recruitment policy has good base of legitimacy. Third, as to the effectiveness, the value of the independent college admissions policy got partially realized, but there are also some value losses. Fourth, the realization of the policy’s value o depends on clarify the autonomous enrolment boundary of the government and the university and the relationship between the university entrance exam in theory, depends on the established bidirectional supervision mechanism and a wide range of independent examinations system, and to establish the weak compensation mechanism, to broaden the countryside student’s selection in practice.
