From the mid-20th century, Countries in the world has placed education at the height of the strategic development, in the late 20th century, the importance of education in economic development and international competition is more and more evident, giving rise to the scope of education reform. Life-long education believes that education should be an ongoing process from birth to death, the opportunity to get education is the unity of opportunities all in a human life. Therefore, education will be throughout life, pre-school is the beginning of life-long learning and an important part of the national education system, it is important to public welfare undertakings.Over the years, one of the serious problems in the field of pre-school education is lack of policy support, can not meet people’s pre-school demand, which directly affect the quality and development of China’s pre-school education. As a super power country which has an economic power and the greatest comprehensive national strength in today’s world, the United States has attached great importance to the pre-school education. Understanding the successful experience of the U.S. federal government to develop pre-school policy will not only help us to reflect on the deficiency and weakness in our country, but also can provide useful lessons and inspiration to China.This thesis consists of the preface and five other parts.Preface:The preface introduces the reasons for choosing this topic and the research significance; reviews the existing relevant domestic and international literatures and explains the research methods.Part I:Analysis of the background, the historical backgrounds play an important role of the pre-school education policy formulation.Part II:Through analysis the "National Defense Education Act", "Heard Start Act" "the Goals 2000:Educate America Act" and "Early Childhood Education Five-Year Plan" text, to understand pre-school education policy changes and the characteristics, around pre-school education fairness, improve the quality of pre-school education and to strengthen the study of pre-school education.Part III:Around the value orientation of democracy and fairness, the development of intelligence, fair and quality, analysis the U.S. federal government pre-school education policy.Part IV:Makes an in-depth study of the effectiveness of their implementation of the U.S. federal government pre-school education policy in the 20th century.Part V:Combining the valuable experience of the United States with the urgent need of pre-school education policy in China, this part mainly makes a few reasonable suggestions on how to construct a pre-school education policy in China from four dimensions:the educational legislation; increasing capital investment; strengthen the study of pre-school; and improve teachers training.
