China has been among the ageing society since2000. Population aging rate isspeeding up rapidly because of larger population and high growth rate. The problemsapparently shows in the trends of increasing nucleus families, weakening familysupporting, large costs of care services, backward state of care industry, imperfectsocial security system, Not only actual care demand of disability elderly and theoldest old can’t be satisfied, but also potential demand of urban empty-nest familiesand rural stay in-home families can’t be ensured.Germany and Japan separately adopted “The Long Term care Insurance Act”(LTCI) in1997and2000, which means long-term care welfare of citizens can beguaranteed by the compelling social insurance. The implementation of insurancesolves various problems of the ageing society, meets enormous care demands of theelderly, improves the level of social welfare and has a great significance for socialstability and development.The paper aims to present reference way and reference meaning for theestablishment of LTCI in China. By utilizing comparative methodology andresearching statistic and literature data, the author gives a detailed introduction of thesocial backgrounds, the insurance contents, the operating system, and the operatingeffect of LTCI in Germany and Japan. Based on these, the author analyzes andcompares insurance through four perspectives: the dimensions of social welfare policy,the adaptability of social development environment, the efficiency of social securitysystem and the advantages and disadvantages analysis.On the summary of experience and lessons, the author finally puts forwardssuggestions on legislative system, national conditions, social responsibility, systemdesign, delivery system and management system around establishment,implementation and development of LTCI. Combined our national conditions, thepaper preliminarily construct conception of LTCT in China as the following essentialfactors: purpose,coverage, financing, eligibility criteria, delivery and management.
