In this new century, the maritime rights and interests has increasingly become the keyareas of national development and international political contest. Many countries have begunto attach importance to draft maritime strategy in order to maintain their own maritime rightsand interests. According to the changes of the current international situation, Japan as atypical Maritime nation adjusted its maritime strategy content. According to its strategicreport, Japan takes the Asian-Pacific region as a place where the political situation changesare most dramatic and highlights the rise of China and India. As an economic power, Japanlacks political power. In order to deal with the political changes aroused by the new powers,Japan has the need of rebuilding its national identity. And this is the main cause of Japan’smaritime strategy adjustment. As Japan’s maritime strategy reflects the developing of itscomprehensive national strength, Japan cooperates with U.S. and merges diversified mannersto achieve its maritime strategy in order to increase its international influence over the seasand finally win the leadership of the Asian-Pacific region’s marine rights system and promoteitself to become the maritime big power in the new international marine order.Japan possesses an important strategic location in Asian-Pacific region, and is the baseof U.S. in Asian-Pacific region to control China and Russia. Japan is the central link in theFirst Archipelago and also the Second Archipelago, and its maritime strategy can cause largeinfluence to American’s interests in Asian-Pacific region. To a certain degree, Japan’smaritime strategy has some obvious Pro-U.S. aspects, but in the mean time the essentialpoints of its maritime strategy adjustment is clearly regional in Asian-Pacific region. Thechanging of the maritime order aroused by Japan’s maritime strategy adjustment leads anumber of countries to draw up their own new maritime strategies and gives rise to themistrust of neighboring nations.With the construction of many nations’ maritime strategies, and the increasing problemsbetween China and neighbor countries in Asia-Pacific Ocean, and Japan as an importantinfluence in Asian-Pacific region, at the same time Japan is also a powerful nation of China’smarine neighbor, the adjustment of its maritime strategy has important influence on China. According to the background and content of the adjustment of Japan’s maritime strategy,this paper analyzes its influences on China, on Japan’s future national development strategy,on Chinese maritime rights and interests and on the development of the internationalmaritime order.The paper has been divided into three parts: the introduction, the main body and theconclusion. The introduction part expounds the practical and theoretical significance of thisproject, combs the domestic and external situations of the adjustment of Japan’s new centurymaritime strategy, states the research methods and points out the innovative points.The first part of the main body details the background of Japan’s maritime strategyadjustment, including the international and domestic situations. Firstly, from the evolutionprocess of Japan’s national maritime consciousness, we can find out the historical origins ofits maritime strategy. Secondly, the changes of America’s Asian strategy are the directexternal factors which influence Japan’s maritime strategy. America’s strategic decision ofcoming back to Asian enhances the alliance between America and Japan and promotesJapan’s strategic status in Asian-Pacific region. Thirdly, Japan is facing the fierce politicaland economic crisis. After the Asian financial crisis, the speed and strength of Japan’seconomic recovery have not achieved the goals, which lead to Japan’s slow economic growth.And the U.S. credit crisis has caused the sharp decline of Japanese economy. The politicalcrisis caused by the economic crisis, such as the exposure of a number of political scandals inthis new century and frequent regime changes, gives the citizen reasons not to trust thegovernment. Under these circumstances, Japan needs to adjust its maritime strategy totransfer views of its native citizens and search methods to resolve domestic problems at thesame time.The second part analyzes the content and characteristics of Japan’s maritime strategyadjustment. According to the analysis of Japan’s realities from ocean exploitation to JapaneseBasic Ocean Law to Japan’s marine defence policy to Japan’s maritime diplomacy, this partillustrates what the new adjustment of Japan’s maritime strategy in economy, law, militaryand diplomacy. The third part expounds the influence and pressure on China aroused by theadjustment of Japan’s maritime strategy and states the measures that China should take to deal with the changes.The conclusion part is the summary of the full text, overviews the reasons foradjustment of Japan’s maritime strategy, and explains that its strategic adjustment acceleratesthe changes of Asian pattern and complicates the Asian’s situation. Strategically, China needsto safeguard its own maritime rights and interests. On the one hand, China should strengthenits strategic construction, on the other hand, China have to enhance international cooperationto break the U.S.-Japan alliance. Facing the above situations, we must make the long-termplanning.
