Mianyang City Fucheng District The Plight Of The Grass-Roots Petition Work Countermeasures

Petition work is an important part of the Party’s mass work, which is an important guarantee for promoting social management innovation and social harmony. At present, China is in the period of important strategic opportunities for social transformation and reform and development. With the profound changes in the economic system, social structure, interests pattern and ideology, a lot of social contradictions and problems are reflected through letters and visits. Contradictions especially related to people’s vital interests become prominent. For example, corporate restructuring, land acquisition and resettlement, social security, environmental pollution, and the cases of law or suit have made petition work heavy and arduous. Although both the central government and local governments have attached great importance on petition work, the status quo is not optimistic and the petition work is still in the stage of passive reaction and low work efficiency because of the defects emerging in the petition system design, the strange "petition circle" where citizens believing in petition while ignoring the law, lack of means of administering petition, the self inadequacy of the petition departments. To restore the the normalized grassroots petition work, researches on it needs to be strengthened.This paper takes Fucheng District of Mianyang City, the second largest city of Sichuan Province, as an example, where the economic development is in the leading edge of the western region, and the petition issues in specific area is relatively prominent; therefor,it is typical in China. Based on domestic and foreign literatures, social conflict theory, social control theory and the theory of public governance, and by using the methods of literature research, historical analysis, field survey, case analysis, this paper explains the status quo, the characteristics and dilemma of grassroots petition in Fucheng District, and deeply analyzed the deep-seated reasons of dilemma arising, and finally puts forward suggestions for solving the dilemma from the following five aspects:perfecting petition system, rationalizing the three relationships, strengthening the source of governance, promoting cases solution and strengthening team construction. This paper is expected to provide a useful reference for other regions of China, to promote the innovation and development of grass-roots petition work, and contribute to the harmonious society construction.
