The emergence of disaster resistant communities and community disaster risk management can be contributed to three reasons:the coming era of risk society, transformation from afterwards towards forward in emergency management and the emphasis of important role community played in disaster reduction. In abroad, research on disaster risk management is closely linked with practice. Among which, the Impact Project (resistant community), resilient community, sustainable community in the USA and CBDRM in several Asian countries are commonly recognized as the most famous. Also, in China, Comprehensive Disaster Reduction Standard Community program has been launched. All the above mentioned theories have one thing in common, that is the four procedures, risk identification, risk analysis, risk assessment and risk treatment, are involved in risk management.Dijiatai community, Baiyin, Gansu is used as an example to analyze the risk management in Chinese communities. Current problems contain several aspects, such as the shortage of professional staff, no scientific and formal system, lacking of training and drill, absence of targeted plan, low involvement of inhabitants in implementing risk management in this community.Thus, based on the assumption that disaster risk has a positive correlation with hazards and vulnerability, whereas it has a negative correlation with capacities to risk management, these three factors are determined by questionnaires. The creative points include that not only past experience of certain disaster is considered, but also the future possibility and severity of such disaster is predicted. Moreover, vulnerability and capacity aim to specific hazard. After all, both people and physics have different vulnerabilities and capacities when facing different hazard.Finally, from the perspective of identifying hazards, reducing vulnerability and enhancing risk coping capacity, an action framework is come up with.
