A Study On Evaluation Of The Capability Of The Government Crisis Management

To evaluate the capability of crisis management is the basis of achieving and dealing with thecrisis scientifically and effectively.It’s also the important approach of enhancing the governmentcrisis management capability.It plays an important role in the crisis management systemconstruction.At the same time, the capability of crisis management is an important aspect ofreflecting and measuring the government forces,also directly affect the government’s public imageand its political legitimacy.Therefore,to evaluate the capability of government crisismanagement,find the strengths and weaknesses and improve the capability of government crisismanagement on this basis is very urgent and necessary.Evaluation has experienced three stage:rise,formation and expansion.After many years,it wasmatured and continued by many scholars.In20th90s,evaluation cut a striking figure in the field ofcrisis management.Evaluation and crisis management achieved the organical relationship andinteraction due to the frequent crisis. Evaluation of the government crisis management capabilityhas guidance,management and derivative function,adheres to the principle of combining processand result,normal and flexible,system and development,follows the technological process ofpreparation,implementation and summary,all these will lay a solid foundation for evaluation.Evaluation of the the government crisis management capability is a scientifical activity and inaccordance with a strict set of procedural requirements as follows: at first, according to the threestage of crisis management,the author constructs index system of the evaluation of governmentcrisis management capability.Second course of evaluation, we use the Analytic Hierarehy Processto calculate the weight of index.The third step,we apply the selection of experts for evaluating thecapability.Finally,the author realizes the exploration of the evaluation theory of government crisismanagement capability.
