Applying the theories of ecology and information ecology to the e-government information systems, this paper analyzes the relationship between the information subject and information environment of e-government activities from a new perspective and develops an appropriate management strategy. Starting with the e-government practice in Nan’an District of Chongqing Municipality, through a comparative analysis of the e-government activities and the similarities of e-government information systems and natural ecosystems, the feasibility of applying the theory of ecosystem to e-government information systems is derived. Then, through an analysis of the ecological factors in e-government activities, an information ecological chain of different e-government modes is constructed so as to build a model of e-government information ecosystem. Different from the traditional practice, which focuses its attention only on the aspects directly related to government activities, the e-government information ecosystem needs to comprehensively consider a greater variety of factors, survey information, people, technology, environment and other factors in the e-government activities in an integrated way and re-examine the many problems caused by the technology-centered theory in e-government, thus providing a new perspective for modern e-information. Based on the construction of the e-government information ecosystem, the management strategy for this system is studied, which will be of practical significance for e-government and provide a better theoretical guidance for it. |
