Happiness index, as an important indicator, is a measure of a harmonious development of society. Currently, the Chinese government public service performance evaluation system is still stuck in the traditional value-oriented economic performance, which has been unable to adapt to the long-term needs of social development, nor does it help enhance the well-being of the public.Under the theoretical framework of government performance evaluation, this paper analyzes the current problems in our government’s public service performance evaluation and reasons. On this basis, this paper proposes the performance evaluation system of the government’s public service based on the happiness index.This paper argues that the Chinese government has achieved good results in the development of government’s public service evaluation arena. However, there are also obvious problems, namely the opaque source of the assessment information, the defective design of the evaluating index, the single of the assessment body and the inadequate feedback of the evaluation results. The reasons for these problems, mainly due to the diversification of the government’s public service objectives, and emphasis on assessment while contempt management. Chinese government should build the government’s public service performance evaluation system based on the happiness index, in order to further enhance the level of performance of the government’s public service and promote harmonious economic development.
