Traditional sovereign states are being more and more challenged, the absolute national sovereignty is being increasingly surpassed, and represented by "humanitarian intervention" of human rights protection plays an increasingly important role in the international community. This situation raises some thinking, it is also the focus of the theory about human rights and sovereignty debate for a long time. From the original, human rights and sovereignty are two sharp arrows shooting at theology and theocracy by natural school, it is also a tool to overthrow the feudal theocracy and kingship, it should be complementary to each other.Using human rights to achieve sovereignty,then with a sovereignty to further the protection of human rights. But after a number of historical events and social changes, there is a tense situation between human rights and sovereignty.
