It is a strategic task that the era has assigned to China and U.S., two superpowersin the world, that whether they would be able to avoid the trap of “transfer of power”and “tragedy of great-power politics” and build a kind of “new great-power relations”.In the21stcentury, it is the common view of China and U.S. that “cooperation shouldbe the decisive feature of China-U.S. relation”. China-U.S. relation needs an objectiveand reasonable positioning and surpasses “zero-sum strategy”. Building aninstitutional framework has become a basic idea for the two countries. Transfer from“G2” to “C2” has become a new attempt in the exploration of the relation models ofthe two. Whether or not the new-type China-U.S. relation will become a newgreat-power relation model and a stable driving force for the international system andworld order building has become an issue that attracts wide concern.China and U.S. are two important superpowers in the world today. China-U.S.dialogue is a dialogue between two superpowers. Their strategic and economicdialogue is a kind of institutional framework, an effective mechanism and strategicmechanism. Therefore, since the founding of this mechanism, it has the strategicmission of how to view China, U.S., the world, cooperation and dispute and discussesabout fundamental issues like building a new-type China-U.S. relation and new-typesuperpower relations.China-U.S. strategic and economic dialogue mechanism needs constantimprovement. Like “without China-U.S. cooperation, no problem would be tackled;but it cannot solve all problems”, it is also correct to say” without China-U.S.strategic dialogue, no China-U.S. problem would be solved; but it cannot solve allproblems”. Therefore, the two countries should be clear about the complexity of their relations, the diversity of their problems, the constitutive property of theircontradictions, the potential of their conflicts, and the lasting nature of their influences.Meanwhile, they should also bear in mind the rationality, importance and limitationsof the strategic dialogue mechanism, and make constant readjustments andimprovements in it so as to turn it into a stable support that expands communicationand manages the bilateral relation.For this reason, proceeding from the strategic setting created for China-U.S.strategic and economic dialogue mechanism, this paper organizes and makes clear thecreating conditions and development history with an emphasis in analyzing its themes,topics and results, showing clearly its potential operational problems and influences.On this basis, this paper analyzes its future orientation and discusses China’s strategicresponse.Apart from introduction, this paper is divided into five parts:The first chapter is the environment created for China-U.S. strategic andeconomic dialogue mechanism. In terms of international environment, domesticenvironment, mechanism basis, future prospects and other four dimensions, it makes amultifaceted analysis of its strategic motivations and political driving forces, whichshows the general trend of China-U.S. relation development. It points out that thechange in China-U.S. power structure and its determined cooperation and competitionbetween China and U.S. should be the background and presupposition of thismechanism. American political situation change and Obama political power’s replaceof Bush’s political power are the immediate causes of creating this mechanism. Theobvious effects and important roles of two original mechanisms are the basis forcreating the mechanism. The future strategic structure of China-U.S. relation is theessence of creating the mechanism.The second chapter is about China-U.S. strategic and economic dialogue creationand course. This part firstly elaborates on introducing and summarizing the discussion,disputes and strategic ideas about the mechanism from two countries from the end of2008to the beginning of2009and analyzing the strategic design and prospects of thismechanism of two countries. Next, it organizes the strategic dialogue courses and summarizes the general trend of the strategic dialogue. Lastly, it evaluates its change,development and general trend.The third chapter is about the themes, topics and results of China-U.S. strategicand economic dialogue mechanism. In terms of theme, topic and result, it discussesand analyzes its substantial progresses. Analysis of themes and their connotationsaims at showing the strategic direction of two countries. Analysis of topics and theirchanges aims at showing the choice and balance of China-U.S. macro and lastingissues and their disputes and contradictions. Main results and evaluation analysishelps make a general summary of dialogue achievements and analyze theunderstanding of these achievements in the two countries.The fourth chapter is about the potential problems and their influence inChina-U.S. strategic and economic dialogue mechanism. It mainly studies anddiscusses three main issues that influence the mechanism development and China-U.S.dialogue: for the strategic issue, it studies the imbalance between strategic subject andeconomic subject as well as how to lay an equal emphasis on the two; for the issue ofright of say, it studies the non-equivalence in the right of say in the dialogue and howto achieve an equal dialogue and enhance its effectiveness; for the driving force, itstudies the drawbacks of inertial mechanism maintenance and how to makeinnovations in the mechanism.The fifth chapter is about the future of China-U.S. strategic and economicdialogue mechanism and China’s countermeasures. It mainly analyzes the newchanges in the China-U.S. dialogue team and the dialogue topic and course changethereof. In view of this, this chapter points out the significance and influence of newteam and topics over the mechanism revolution. On this basis, in view of dialogueteam composition and setting of dialogue topic, the dialogue course and the like, itdiscusses China’s principles and politics in response.
