Public participation in the policy process is a necessary part of citizens’ political participation. Before the widespread availability of the network, only a small number of public representatives can participate in the policy-making process, but the development of network technology and the popularity of the network has made the internet an important manner of public participation in policy processes. Relative to the traditional political participation, the network involved in the policy process has its unique advantages, such as virtual network participation, equality, universality, convenience and so on. Because of these features of the network, the public participation in policy processes become more and more common, the desire of the public to express policy views also turns strongly.Due to the close relation between public policy and public interest, public participation is essential for policy process. Only by respecting the wishes of the public, public policy can play its effectiveness, and effectively implemented. Masses of the people involved in the management of public affairs of society, especially to participate in public policy formulation is the basic performance of the party and government to follow "from the masses to the masses in" this political line. Public participation can impel government to make better decisions, and do better governance of public affairs of the community. The paper summarizes positive performance of the public participation in policy process on the basis of public participation in the policy process characteristics:public participation to accelerate the social issues into the policy agenda,to improve the scientific and democratic characters of policy, and to promot better execution of policy and dynamic feedback of policy outcomes. However, the participation of public policy has also brought some negative performance, such as the unbalanced nature of the public reducing the quality of the policy, the irrational expressing of the public increasing the difficulty of making policy, as well as the inherent anonymity of the network elevating the cost of the policy. Finally, this paper summarizes the optimization strategies involved the public policy under the network conditions. With the network, public participation in the policy process is "double-edged sword",which has positive effects as well as negative effects. Government and policy makers must be correct and careful treatment of the network of public opinion, playing its active roles to reduce its negative effects.
