Research On China’s Local Government Respond To The Plight Of The Events Of Labor Groups And Countermeasures

At present, events of labor groups occur frequently, in the context of "big government, small community", labor and capital conflicts are easy to converted into political contradictions, and the final target is often the local government. However, local government has lots of difficulty in dealing with labor group events:the "flawed" model of economic development, incomplete labor laws and regulations, the lack of credibility of trade unions, unestablished collective action mechanism make it hard for local government to deal with labor groups events, in addition, local government is difficult to grasp their own role. Referring to the events of labor groups, the local government should be positive to take measures, uphold the coordinated participation principle, and maintain social stability and justice. But because the labor groups in China is still at a newborn developing stage, Chinese local government is lack of experience, do not understand the operating mechanisms of labor relations and labor coordinated approach, the lack of research and plans of the Labor group events lead to that the current local government is not good at controlling labor groups events, so conflicts from labor and capital to labor group incident change is the prevailing situation. Industrial group events are the test of Chinese comprehensive situation-----test decision-making capacity of local government, enterprise’s survival ability, negotiation ability of workers, organization and coordination skills of the trade union. Radical countermeasures of Labor groups events are to transform the mode of development, improve the legal system, change government functions, reform income distribution system, ensure the interests of workers, innovate social security system management and so on. Chinese society is converting, so multiple frequency events of labor groups will influence the scientific development and social harmony. To review the history of the labor movement and the labor movement agitation in the Western countries, and think about the plight of labor conflicts, Chinese government, especially local government grasping the GDP work, must be positive to take measures to deal with events of labor groups.
