| At present, China is focusing on building a service-oriented government, the rapid growth in public demand and insufficient supply of public services contradictions more obvious each day, in particular, much of the food safety issues of national concern, the issue of environmental protection, educational equity issues and so on. In order to completely solve the sharp thorny problem, the government and enterprises alone is not enough, which came into being in the development and growing NGO. The NGO late development in our country, is still in its infancy, but due to the NGO, nonprofit, voluntary, democratic characteristics makes governments and businesses play in some of the social issues more prominent areas not role to make up part of the blind spots and weaknesses in the government’s public service, to become the new principal of a participation in public service delivery, and a step-by-step in the promotion of social progress. Therefore, the strengthening of non-governmental organizations to participate in the study of the mechanisms in the public service, significant aspects of improved public service system, improve the quality and level of public services to achieve equalization of public services, the credibility of the government building.Draw on existing theoretical results on the basis of the NGO, to explore the problems and causes of the emergence stage of non-governmental organizations to participate in public service activities, as well as by non-governmental organizations abroad Experience, summed up counter-measures to strengthen the role of non-governmental organizations in the public services. First paper on the research background and significance of the article, the relevant concepts and theoretical basis for the introduction, and then analyze the positive significance and advantages of non-governmental organizations to participate in public service, followed by the NGO in the present stage of China’s participation in public service analyzed the current situation and summed up the six points, namely:lack of autonomy, laws and regulations are not sound, legal lack of funds, lack of good human resources, citizen participation is not high, narrow the scope of services. Existence of these problems so that the role of non-governmental organizations can not play well in public service activities, hinder social progress, in turn analyze the root causes of the six questions above are NGO intervention excessive lack of inherent advantages, the subjects of law is not clear, the lack of subsidized based tax system, the incentive mechanism is not perfect, the lack of a self-regulatory mechanism, not a high degree of social recognition, supervision mechanism is not perfect. Finally, based on part of the analysis of the causes, and combined summarize and learn from the advanced experience of foreign countries, from the new cooperative relationship between construction and government to establish and improve relevant laws and regulations of the NGO, to strengthen non-governmental organizations to participate in public service source of funds to strengthen the construction of NGO personnel, to strengthen the supervision of NGO performance and strengthen civic culture building aspects of effective countermeasures, in order to enhance the role of non-governmental organizations in the field of public service.NGO’s role in social development has become increasingly important, it can represent the people directly involved in the public administration, also can make up for the lack of public services, and to achieve social justice and fair, the other, non-governmental organizations can effective to resolve some social conflicts and promote more harmonious society. In summary, the NGO in the realization of our public services and service-oriented government building more and more important role in this goal, China should vigorously support the development of non-governmental organizations, and the development of non-governmental organizations a benign environment, encounter problems and difficulties in the NGO to give immediate help and support, and to further involve non-governmental organizations to build a harmonious socialist society in our country more actively play a huge role. |
