Study On The Mechanism Of China's Non-Governmental Organizations Participation In Public Service

With the speed of economic development and the pace of social pluralism accelerating, for comprehensive and rapid growth of public services in place, the contradiction between the public demand increase rapidly and the shortage of basic public services is becoming increasingly prominent, in particular, all sectors of the community have paid attention to the inadequate supply of basic public services, such as environmental protection, education, public health , public safety. Non-governmental organizations have the characteristics of public welfare, voluntary, non-profit, flexibility and indicate its presence in the provision of public services than the government has a low-cost, high efficiency and flexibility advantages, so they become the subject of supplying public service. Therefore, strengthen the research of China's non-governmental organizations of public service mechanism, can improve the supply of public services system, improve the quality and level of public services and promote equalization of public services.This paper attempts to study non-governmental organizations as an entry point for the mechanism of public services, to social justice and public satisfaction with the main line, to the equalization of public services into the target, based on the actual situation of our country, to start discussion on the article. This text divides five parts to carry on the research:The first part definite the concept and explain the theory. The first part definite the connotation of service-oriented government, non-governmental organizations, public services ; and then expound the separation of production and supply theory, the market / government failure theory, these theories provides a theoretical basis for non-governmental organizations participate in supplying the public service.The second part analyze the necessity and feasibility. On the basis of understanding the status quo of public services supply, analyze the necessity of non-governmental organizations to participate in public service; on the basis of the advantages of non-governmental organizations' functions, analyze the feasibility of non-governmental organizations to participate in the public services. Analysis of the necessity and feasibility is the premise and base of non-governmental organizations providing with public services.The third part, analyze the practice. Mainly introduce China's non-governmental organizations how to provide public services, many problems existing in practice, as well as the cause. Only research deeply the practice of non-governmental organizations and find the problem can be better improve the mechanisms of public services, improve the level of public services.The fourth part, learn the experience of foreign countries. Foreign public services mechanism better than China's, they have achieved great results by using of non-governmental organizations providing public services for people , this paper study on foreign non-governmental organizations' mechanism of public services and obtain a lot of inspiration, so we seek to the measures of improving our country's non-governmental organizations provide public service mechanism.Part V, propose a series of solutions. Based on the condition of our country, put forward the specific measures of improving our country's non-governmental organizations provide public service mechanism. In order to give full play to the non-governmental organizations of the public service function, promote the equalization of public services.
