Research On Non-profit Organizations Participateing In Urban Pension Service Problems In China

Since the21st century, under multiple pressures of the social transformation, population aging degree increasing (the sixth national census census data show that the national60years old and above population accounts for13.26%of the total population, of which65years old and above population accounts for8.87%.), China’s old-age has become an increasingly important issue. All walks of life pay more and more attention for the old people to provide safe and comfortable life as proper pension services.An aging population is a inevitable development in the human society. With the development of urbanization, more and more city dwellers choose social endowment instead of family endowment t. In the transformation process, on the one hand, with the impact of family size reduced, An aging population, empty nest change and etc, the support ability of the children to parents gradually decline, family support function become unsustainable. On the one hand, institution for old-age care cannot be a large-scale promotion due to the limited government funds, the lack of social resources and higher operating costs. In this contradiction, we must realize that facilities and manpower material resources input of city endowment needed far can’t satisfy the social demand. It is difficult to solve the endowment problem by the single power of government. How to deal with the pension problem is to ensure that an important cornerstone for the future development of China’s urban steadily, and will become the most important. This topic describes aging problem in urban, analysis the problem to the society and brings the impact and challenges of the society and the government. Nonprofit organizations shows the unique advantages of participation in the pension services in the city because of its own characteristics, it can better solve the problem in our city now and in the future, the urgent need to address the pension service.Therefore, this article will use the theory of cooperation between the non-profit organizations and government, studies the operation mechanism of the non-profit organization involved in the pension services through relevant case, mining the inherent law, analyze problems, make relevant recommendations.In this paper, it will start from the perspective of theoretical and empirical. From the theoretical aspects, it will start from the city’s pension existing problems of the current difficulties faced by our government. Then, it will analysis the challenges to illustrate the necessity and urgency of our non-profit organizations to assist the Government to provide pension services. Apply theory to clarify the theoretical basis by non-profit organizations to participate in the city’s pension services, which demonstrate reasonable and favorable. From an empirical point of view,I will through two examples to explore the non-profit organizations to participate in the city’s pension development and analysis innovative ideas of non-profit organizations in the urban community. I will propose the existing difficulty of non-profit organizations such as lack of targeted policies, a weak foundation for cooperation, lack of specialized skills. In the end, I will give the suggestions that how to strengthen the government and a nonprofit organization cooperation mechanisms such as clear positioning, establish a clear responsibility relations method.
