Governments at all levels take systematic emergency measures on the group events that is imminent urgent.According to the group events,since the first world war several experts and scholars have involved in researching of the group incidents. After global "9.11" event, there are a large number of foreign scholars begin to focus on the group incidents related the network, and the domestic scholars follow them to the further exploration in this field.In the past several years of investigation, we have begun to take results.
