Ethnic groups living in the remote areas of China are of high HIV infection risk compare with mainstream groups according to a latest epidemiology study. Lack of sufficient social control has accelerated the popularity of drugs and virus. Based on a legal sociology study concerning a Muslim village seated on the southwest border of China, I examined the social and culture background of popularity of drugs and AIDS, in addition to an assessment of the defects of current anti-drug and HIV/AIDS legal system in this areas, I suggested the government should pays more attention to the informal social control in helping build the infrastructure of AIDS prevention and control work, in order to promote the healthy development of the ethnic groups society.This paper is based on a the legal sociological study of a Muslim village in the Southwest Border of China, though in-depth analysis of the underlying causes of drug harm in this region in early nineties, as well as the social and cultural background of the AIDS crisis subsequently, the authors note that there are still many defects in the anti-drug and AIDS prevention regulation and relevant policies by a general assessment of the anti-drug and AIDS prevention laws system, and find out that formal social control have limited the effectiveness of anti-drug and AIDS prevention works in this region. Through down-to-earth consultations, putting the informal social control integrated into the anti-drug and AIDS prevention control system is raised by the author, and propose that explore the religion as an anti-drug and AIDS prevention forces, in order to contribute to the fight against drugs and AIDS in ethnic areas.
