Theory Of Anti-terrorism Law Abroad Reference And Enlightenment To Our Country

Nowadays terrorism has become a serious threat to social stability and people’slives and property safety, it also affect the stability and prosperity of the internationalcommunity. Especially after the911terrorists’ attack, terrorism has become one of thethorny issue of the world, including the United States, which we called the “worldpolice”. In order to prevent and combat terrorism, many countries added anti-terrorismin national laws, or established specialized anti-terrorism legislation, For now, there aremany difficulties within the anti-terrorism legislation, including the definition of theconcept of terrorism, how to reconcile the contradiction between the protection of civilrights and the fight against terrorist activities, how to combat terrorism throughinternational cooperation channels with more efficiency. In recent years, with theemergence and development of the "East Turkistan" forces, China is also facingdomestic and foreign interference and threats of terrorist forces, the task ofcounter-terrorism is arduous. During the process of counter-terrorism legislation, Chinashould fully concern the successful practices and experiences of foreign countries, toavoid detours, and actively look for a suitable counter-terrorism legislation of thecondition of our country road. This thesis based on the history of the development ofterrorism and foreign counter-terrorism law, explore the root causes and characteristicsof terrorism, and analyze the problems and difficulties in the process of foreigncounter-terrorism legislation, proposed the reference and enlightenment of foreignanti-terrorism law to our country. On the basis of the above analysis: China shouldchoose the mode of scientific legislation to clearly define the basic concepts and issuesrelated to anti-terrorism, taking fully into account the protection of human rights andinternational cooperation against terrorism, formulate a anti-terrorism law which suitedto China’s national conditions and socialism with Chinese characteristic.
