In today’s world, there are more than200countries and regions, most of themhave the implementation of Party politics. As a result of variety historicalbackgrounds and social environment, political parties have different represents in thesocial class interests, the ideology and politics. Each state party politics are based onthe particularity of its history and national condition, and because the party is in thecore position in national politics, party politics’ changes directly affect the nation’spolitical behavior and political developments. This paper is based on thisunderstanding to analysis the focus on political transform–the causes and effects ofthe political change of Japan.For nearly20years, Japan has had14prime ministers, on an average of one anda half years to replace one prime minister. The political dimension of “frequentchanges”, was not only making the national tends to be careless on national politicalaffairs, on the leaders, but also affecting the development of national economy. Sincethe nineteen eighties, excepting Keizō Obuchi who was dead in term, JunichiroKoizumi was the only one through the term, then Prime Minister frequentreplacement. In twenty-first Century, the whole world pay more and more attention tothe trend of Japan, Naoto Kan is Japan’s sixth prime minister in the new century, inthe autumn of2011,he has resigned, the next one was Yoshihiko Noda.Therefore Japan’s domestic and economic policies change frequently, it can noteffectively solve the problems in Japan, such as political disorder, economic recessionand the decline of the society spirit. Foreign strategy and policy, in addition to adhereto the basic position of Japan-US alliance in the territorial islands in the disputedregion development issues, there is no constant of the policy, when the frictionbetween the countries in the region have occurred to the regional peace the stabilitybrought uncertainty to a certain extent, affect the stability and development of theinternational situation.Will Japan experience another political change which was similar to the "nineprime ministers in ten years", and suffer another "lost decade", is also unsure. In thispaper, it is the starting point that the phenomenon of political change of Japan in theearly21st century, anglicizing the characteristics of Japan’s party politics and political environment by using scientific methods, and anglicizing the special circumstancesand causes of the frequently replacement of Prime Minister of Japan, making aresearch of the impact of Japan’s political change on the international relations. In thepaper, there are two aspects of analysis, Japan’s domestic and external relations, theperformance of Japan’s political change will show in the two aspects, and on thisbasis, analysis on the impact of the two aspects of Japanese political factors,especially describe the effects in the relations of China and Japan. This thesis strivesto offer reference and help for continue develop in friendly connections betweenChina and Japan.
