The2004World Health Organization Health Development Centre (World HealthOrganization Centre for Health Development) published many developed anddeveloping countries are rapidly towards an aging society from the aging population(7%of the population in the total population of more than65years of age),(14%ofthe population in the total population of more than65years of age); further more toreach the super-aged society (20%of the total number of people over the age of65).Long-term care of the elderly population, the issue has long been international issuesof common concern. Taiwan, China back in1993already become an aging society, isexpected in2017, entered the aging society in2025to become a super-aged society. Inthe subsequent estimates, the population of older people in Taiwan more than65yearsof age, in2040, reached31%in2060up to41.6%(Taiwan CEPD,2010), when anaverage of about every three nationals the elderly. Taiwan DGBAS based on2000estimates, about330,008thousand people need long-term care, including65years ofage or older53.9%of the population accounted for9.7%of the elderly population ofthe whole.In recent years, the life expectancy of the population of Taiwan continued toincrease, but the average number of births in a sharp decline over the past decade thenumber of children from1.77to1.03, to become one of the world’s lowest fertilityrates. Core of low birth rate, family structure, double-income families, with womenemployed population increase in social change, making the high dependence of theelderly population of Taiwan than with long-term care issues become urgent need toface serious challenges in the future. Therefore, the development of long-term caresystem Governments countermeasures to solve the problems of the elderly.Long-term care is a long-term medical care, personal care, and social servicesdelivered to the loss of day-to-day functions (or have never owned). The developmentof long-term care in Taiwan from1985years ago, the chaotic period after infancy, the development period, the establishment of the system period, and enter the phase ofrapid development of resources in1997, began to emphasize the "re-aging", combinedwith health and social resources to implement convenient service philosophy. From2002onwards, has entered a long-term care benefits during the industrialization. To2005, Taiwan’s Department of Health has set up a "long-term care of the AdvisoryCommittee, in charge of" the jurisdiction of resource development and mastery,disability link long-term care resources and referral services. At this point, thelong-term care of the elderly in Taiwan has officially entered into the full range of carefor the elderly a new era.In order to solve the problem of long-term care of the elderly, since the beginningof the21st century, Taiwan to increase the intensity of the legislation andimplementation of long-term care policy, and achieved good social effects. Taiwan’slong-term care policies? How to evaluate them? Would what trend? This paper furtherexplored.However, the country’s aging population is a huge number, they basically mostlyat home to accept the care of children "feed" type, but China has long been theimplementation of the family planning policy and the growth of the population lifecommon cause of4-2-1or8-4-2-1family structure have greatly cut the familypension, forcing us to have to make the choice of a pension socialization, communitykind of empty nest family get neither the care of children and do not have institutionstake care of the rising number of elderly people, this phenomenon is actually we havebeen proposed community care in our country to establish and promote theimplementation of practical needs. Taiwan, China took the lead into the aging of thepopulation, the elderly population in long-term care system has been basicallyestablished, therefore, this article attempts to analyze the pattern of long-term care ofthe elderly in Taiwan, Taiwan Experience, to provide a reference for long-term care ofthe elderly population of the continent.
