Comparative Study Of Policing Strategic Plan

Policing strategy refers to the long-term development of the polie orgnization,the long-term objectives, and a series of actions and plans to achieve those objectives,also the allocation of resources in the course of the strategy implementation. Policingstrategy plan is a foresight periodicity work plan, in order to find out problems andsolve them timely. Policing strategy plan is a forward, dynamical and continuedimplementation process, it emphases on a kind of strategic consciousness and the useof it, it is a systematic thinking standing in the long-term and overall situtiomperspective to recognise, analysis and solve all kinds of problems and situation inpolicing.The study on policing strategy plan in foreign has been mature, many countriesand regions have made their policing strategy plan and carried out, some of them havemade achievements. The Finland safety first and the Ghana five-year strategicnational policing plan are typical successful cases, the establish of the plans areadvanced and reasonable, the Liverpool policing plan is a typical successful case inregional policing plan. Those three plans are different and have their owndistinguishing feature, as the different country, the scope and time period ofapplication are different, so the comparative study should emphases on their owncharacters, shouldn’t be lump together.In our country, some provinces has made their own policing plan at present, butdue to the lack of experiences, so the plans now has many problems. The writer standsat the actual conditions and combines with the foreign experiences from comparativestudy, aims at the shortage in our study and practice, offer some suggestions on ourpolicing strategy plan.The paper is divided into four parts:First part is summarize of policing strategy plan. It’s mainly introduce the theorybackground and concept of policing strategy and policing strategy plan, andindispensable premise of policing strategy and policing, policing strategy thinking andpolicing strategy analysis, then a brief introduce and discuss on the draw andimplement of the policing strategy plan.Second part is the current situation on foreign policing strategy plan study. Pickthree typical policing strategy plan to compare briefly. Internal security programme (Finland), the background, strategy objective, common objectives and measures forimproving internal security. Ghana national policing plan mainly introduces thestrategic objective, strategy orientation, macro strategic area, key subjects of strategicplan and so on. Liverpool policing plan mainly introduce the background andobjectives, the main focus of macro policing strategy and the priority areas ofpolicing.Third part is the comparative study on both domestic and foreign policingstrategy plan. On the basis of introduction of two provinces’ policing strategy plans,and combine with the three foreign policing strategy plans, separately compare on theobjective and significance of the plan, the method, and the main content of the plan,.Forth part is some suggestions for our policing strategy plan. First of all analysesthe problems in our policing strategy plan, at last combine with the beneficialexperiences in the comparative study on foreign policing strategy plan, give somesuggestions on the drawing of strategy objectives, the construction of police force, theestablishment of budget mechanism, and the accomplishment of supervisionmechanism.
