Research On The Core Of Idea Of Community Policing Strategy

The so-called "idea", it indicates a person's views, opinions and faith on something. Thus, it is fundamental for the direction of reform in the policing reform. Reviewing the history of four-time policing revolution in the west and our country's first policing revolution since the establishment of the new China; the following conclusion can be drawn and universally accepted: behind every revolution, there always exists a certain fundamental guiding idea which plays a dominant role in the practical action. To some extent, all institutional designs and resource integration in the policing reform, based on the specific strategies, symbolize the implementation and realization of the guiding idea. Nowadays, the new round of policing reform which regards the community policing as the strategic policy in our country is continuously put forward. It is necessary to explore and study the inner idea of community policing strategy so that we can master its connotation and essence and boost a great leap in revolution. This thesis adopts the empirical research method based on the theory of civil society, analyses the idea essence of community policing strategy after profoundly probing the evolution of western social structure, and, combining our national conditions, makes a primary exploration for the development of the community policing strategy with Chinese characteristicsThe first part gives a general introduction for the basic theory of community policing strategy and its history. Starting form the perspective of the Semantic Exegetics, this part firstly divides"community policing"into"community"and"policing", and explains them respectively. Then, through the comparative study method, this part summarizes the understanding about the community policing in many countries and concludes its meaning. Secondly, this part analyzes the origin of the community policing by introducing the four-time community policing revolution in history. Lastly, this part summarizes the development of community policing in China and its existing malpractice and primarily explores the solution to this problem so as to pave a road for a further discussion in following text.The second part places the importance and difficulty of the theory analysis and logical reasoning of the whole thesis. The aim of it is to clear what is idea essence of community policing strategy by analyzing the theory and real evidence. At the beginning, this part proposes the approach of civil society theory to explore the idea essence of community policing strategy. Then, it uses more words to systemically discuss and empirically study the civil society theory, and makes a conclusion within Marx's viewpoints for this theory. Finally, after fully revealing the basic structure of a dual society in the condition of civil society, this part gets the central augment of this thesis—the idea essence of community policing strategy. The third part is combined with our national conditions, so it is the most practical part.Guided by the spirit of the idea essence obtained in front text and combining our national conditions, this part answers a session of inevitable questions for the development of the community policing strategy with Chinese characteristics: why do we need to renew the existing theory of community policing strategy? Can we develop our special community policing strategy under the guide of the idea essence? And which king of community policing strategy do we need and how do we use it to structure the community policing strategy with Chinese characteristics?The research content of this thesis characterizes systematic ness. Firstly, this thesis has explored the idea essence of community policing strategy by using the civil society theory as research tool, then, it adopts the idea essence to guide our policing revolution, put forward some methods or idea for our policing revolution which would be helpful for the on-going work.
