Network society is a part of the civil society.The basic idea behind regarding the network opinion as a derivative of the networksociety is the expression of citizens’ wishes, attitudes, and feelings of the real world inthe network space. The activities that the government manages the network publicopinion should be considered in the theoretical background of the relationship betweencivil society and the state. This thesis mainly discusses one kind of the government’sgovernance activities which is used to manage the network public opinion--networkpublic opinion guidance, and its specific technology.In the background of the network society, the research of the network publicopinion guidance is a new way of solving the public incident. Since the fusion of thevirtual world and the real world, the public event will cause a stir in the networksociety. On one hand, users’ discussions for public events can promote the supervisionfunction so as to solve the event; On the other hand, they may also be out-of-control soas to make the truth of the event complicated and confusing. The behaviors of thegovernment should guarantee freedom of speech for people, and also promote theproper solution to solve the event. How to keep balance between these two points is animportant problem.By integrating the theory of public domain, the theory of relationships betweencivil society and the nation, the agenda-setting theory, this thesis mainly discusses andanalysis this issue. This thesis starts with the collection and collation of relatedliteratures both at home and abroad, summarizes achievements of network publicopinion guidance. Then it arranges the network public opinion for public events, whichinclude the generation mechanism, the public domain, and the main body of actions. Through this activity rule, this thesis then discusses the rationality of the governmentbehavior for guiding the network public opinion. Based on this, this thesis proposes away that the government guides the network public opinion in public incident.
