This paper studies the influencing factors in housing purchase of the non-household population of the city, especially the impact of household equity difference. Firstly, summary a large number of domestic and international research and summary the influencing facts on the behavior of housing purchases. Then we study China’s household registration system, revealing the differences between the urban household population and non-household population. Then we conduct a questionnaire survey of471non-permanent residents in Hangzhou. Through the hypothesis testing and Logit model analysis, we find the main factors that affect the housing purchase behavior of non-household population of the city, and analyze the influencing factors.The significant factors affecting the purchase behavior of the non-household population are the time of family lived in Hangzhou, the payment ability, the ability of the month payment, their children’s education interests restrict, migration intention and job stability. And non-significant factors affecting the behavior of non-household population buyers are the number of members in Hangzhou, the satisfaction of existing housing, employment equity restrictions and social security restrictions.Analysis from the results, in the differences of the registration rights and interests, only children education rights and interests differ significantly affect the purchase behavior, and employment rights, social security rights and interests limit restrictions don’t effect the behavior. We analyzed as follows:the one hand, primarily with the deepening of the reform of the household registration system, employment equity, social security interests in household population and non-household population limit differences get smaller and smaller; the other hand, this paper mainly study the object with a good job, mainly in management, technical aspects, Having the essential difference between the migrant workers in the traditional sense. This group’s employment equity, social security interests are smaller.Addition, we put forward policy recommendations from the point of view of the government and developers. Developers can develop marketing strategies for different populations; Government needs to actively explore the reform of the household registration system, especially the issues of educational equity; Government may explore housing subsidies for non-household population of the city or portable rent provident fund.
