China is a large agricultural nation since ancient times, and its’ rural area is a fairly complex social place, which farmer’s overall culture quality is uneven:grassroots cadres age aging and ossification, cultural knowledge level low quite prominent.These are seriously related to the development of rural economy, that has a serious impact on the construction of new countryside, and it will also influent the process of the equal development between urban and rural areas, as same as the bound for China’s economic comprehensive, fast, coordinated and sustainable development. And Henan province, which is located in the central China, no matter from history or from the reality situation, is always playing the role of leading province agricultural. Three rural issues seems to be more prominent to it. The rural reconstruction trend should be regarded as a string. From overall point of view, Henan rural modernization level is not high. Its’ traditional agriculture is still dominant and rural development is very slow, as a result of which, the living and education nature of farmers here can’t keep up with the pace of The Times. It is urgent for the backward, under the old system of rural injected fresh blood, add new vigor. The relevant departments of the central decision, began from2008, had hired100000college graduates to grass-roots work in5years. Henan provincial party committee has long concern of the change of politics. From2005, the government clearly put forward that it would basic realize the province each administrative villages of not less than a strategic goal of college graduates. Therefore, the selection of outstanding university student village officer enriches rural grassroots team, which on another hand, speeds up the construction of the new socialist that countryside must step."From the masses, to the masses" is one of the important measures of this policy.The author mainly adopts the literature methodology, on-the-spot investigation and interview method, interdisciplinary research, comparative research and research method. Using Marxist theory as a guide, also the integrated use of ideological and political education, political science, management science, sociology, psychology discipline and some other related theory. From the present situation of college students’ village official survey, the author tries to use H county as the typical example, which is in henan province, and make some useful analysis and discussion. The third part mainly explains the main problems college-graduate village official is facing. Often college-graduate village official position itself not accurate enough,and they take root grass-roots consciousness not so strong.
