Research On The Problem And Suggestion On The Security Management Of Military Colleges

Security Management is an important part of military construction. The full construction and rapid development of military should emphasize not only on the quality of human resource, but also the security management of military colleges. The favorable environment and mechanism of military colleges will help increase the quality and performance of military colleges.This paper firstly define the concept of security management of armed police colleges, and figure out several principles, including closing principle, dynamic relation principle, occasional loss principle, cause and result principle,3E principle and safety internalize principle, which shows clearly the destination and rules to obey. According to the different characteristics of security incidents, the security incidents should be divided into political incidents, patrol incidents, instrument incidents, casualty incidents, internal conflict incidents, secret leak incidents and economic incidents. The main points of the security management of the armed police colleges can be concluded as preventing political incidents, promoting the capacity of patrol force management, guarding against colony injury affairs, managing the military instruments, and improving the inner-relationship, preventing the conflict of military force and the crowd, and avoiding the economic risks.In addition, according to the data of previously collected questionnaires answered by150cadres and students from7armed police colleges, and the analysis of the current situation of security management in armed police colleges, several problems show up, just like the high emphasis with poor performance, sound institutional framework with fewer effects, lots of works with unsatisfactory outcomes and so on. This paper dig into the hidden causes into these problems, and reveals that the difficulties in unity, human management are the major one.Meanwhile, according to the author’s years of work experiences at the armed police college, and the classified statistics of similar accidents happened at the other colleges, this paper has selected6different typical cases to analyze the reasons and effects of related issues. Based on the case study, it further verifies the theoretical outcomes from the practical perspective and confirms the principals of the policies proposed in the next part.Finally, the security management of armed police colleges is based on the requirements of the Central Military Commission and the Headquarters of Armed Police Forces, and its own characteristics, especially the new situations of armed police colleges on organizations, regulations and management. In this context, this paper proposes8recommendations on reinforcing security management at the armed police colleges towards issues that related to security.
