The current our country faced with the domestic and international situation, make our country in the sudden public events will occur frequently and frequency, and in the coming for a long time.Our country will encounter frequent public emergencies brought serious test. In particular, our country public emergencies presents following some development trend: one is the triggers increase;2it is more and more kinds; Three is affected areas diversity; Four is the chain reaction strengthens unceasingly; Five is dangerous and destructive increase. According to these our country public emergency such development trend, the necessary for the government’s emergency management ability presents new challenges. Therefore, to do the right response and timely treatment of all kinds of emergencies, became at all levels of the government’s executive power major test, but also directly related to the government in the mind of the public authority social status and good image, directly related to a country’s political and economic stability and social peace.An objective assessment of the status of our emergency management of local government executive power and the achievements, and pointed out that the execution of the upgrade there is a great space. To improve its execution, it must identify the problem and found that the causes, the focus falls on the relevant legal system, emergency management mechanism, the quality of emergency response personnel, the government had poor implementation of resource-poor, and to take appropriate countermeasures to be addressed. To enhance the local government emergency management is a long and arduous task, the need to constantly practice and exploration, find the appropriate law to achieve the desired goal.
