Now as the Marxism political party’s communist party of CPI(M) is the most important India left party. India is a capitalist system society, CPI(M) had achieved significant results and international attention. It can have been ruling for34years in West Bengal. It created the socialist movement of the miracle. CPI(M) have ruled in West Bengal since1977, which faced the complex international domestic and international situations. But it always upholds Marxism-Leninism, believes that socialism will win, and insists on exploring its own socialist road. In that state administration for34years, it formulated the good policy about the development of agriculture, rural areas and farmers, carried out a series of reforms to improve the people’s living conditions, enhanced the quality of people’s life and expanded the people’s democratic rights. It have achieved remarkable results. However, because CPI(M) made errors in the ruling way, industrialization development and farmers’issues, the party construction, lead to the election suffer defeat in the state in May2011.Although CPI(M) suffered defeat in May2011in the election, lost ruling rights in West Bengal, and its future ruling restored to power a long way to go, but CPI(M)"s development will also influence the world’s socialist movement. About the theory and practice of CPI(M) in West Bengal’s governing not only can provide reference for the ruling in other nations, expand its influence in India, but also encourage the world socialist movement and every countries of the communist party’s. It can offer reference with experience for developing countries’communist party, provide reference and enlightenment for the socialist’s construction career. This paper’s innovation researches ruling of CPI(M) in West Bengal, dig out the problems existing in the ruling, concludes that the ruling on the significance and think about future prospects carefully, in order to form a systematic theory system.This paper is divided into five major sections except introduction. The first party of this paper introduces the basic situation about CPI(M) and West Bengal, mainly introduce the international and domestic situation about CPI(M)’s ruling in West Bengal in1977. The second part from several aspects show the idea about CPI(M)’s ruling in West Bengal in1977. The third part from the effect about CPI(M)’s ruling in West Bengal to discuss its ruling practice. The fourth part mainly introduces some problems about CPI(M) in the ruling. These problems related to the economic development of the industrialization and land expropriation, political construction on how to deal with the internal differences about Left-wing front, some problems about own construction. The fifth part mainly think about the theory and practice about CPI(M)’s governing in West Bengal, and discuss the significance of the ruling in the state.
