Abstract/Summary:
Improving and perfecting China’s system of civil servants is an intrinsic requirement of the socialist democracy. To achieve this goal, it is necessary to contrast and compare China’s civil servants system and the advanced systems of civil servants in other countries. In this way, we can find out the deficiencies of China’s civil servants system and learn from the present advanced experience and practice from others.The United States is currently the most advanced country in the world, and its civil service system provides a model to the world. Therefore, this thesis makes a comparative study between the civil servants systems of China and the United States to learn their differences and similarities in the purpose of making a positive contribution to the perfection of China’s civil servants system.This thesis comprises six parts, of which the contents are as following:The first part illustrates the definition, concept and scope of the system of civil servants, points out the historical reasons for its formation, and summarizes the establishing and developing courses of the civil servants systems of the two countries. Also, it points out that the establishment and the development of these two civil servants systems are determined by the modernization of the two countries. However, the different national conditions also differentiate these two systems.The second part discusses the differences and similarities of the guiding principles between the civil servants systems of China and the United States. The guiding principle is the soul of the foundation and development of the civil servant system, so the distinctions of the guiding principles between the two countries reveal the inner root of the differences of the two systems while their resemblances found a basis for mutual learning.The third part draws a contrast and comparison between the personnel classification systems in the two countries. The United States is currently practicing the position classification system based upon the separation of political civil servants and career civil servants, which is typical of specialization. China is practicing the position classification system incorporated with the personnel rank classification system, which absorbs the advantage of the personnel rank classification system as well as that of the position classification system. However, it has its own problems.The fourth part analyzes the differences and similarities of the regulations on the obligations and rights of the civil servants. There is a close resemblance on the regulations of the obligations and rights of the civil servants between the two countries. The distinctions are the result of different political systems and different courses of modernization of the two countries.The fifth part juxtaposes Chinese and American post management systems, including the mechanisms of recruitment, appraisal, promotion and demotion, appointment and withdrawal and training. After the thorough investigation on the differences of the post management systems of the two systems of civil servants, we can use the American model as a good reference to perfect China’s system of civil servants.The conclusion makes three suggestions on the improvement of China’s current civil servants system on the foundation of the above contrast and comparison between the two civil servants systems of China and the United States. First, it is suggested to try out the mechanism of the classification of political civil servants and career civil servants; second, it is suggested to implement family properties declaration system of civil servants; finally, it is suggested to improve the civil servant appraisal system.
