On Social Policy For Development&Its Values

The turn from the philosophical review and value critique to “economic policy” tothe realistic reading and further research for “social policy” reflects the developmentof economy and society in China. Based on the grand “narration” of economic andsocial development in China, the theoretical, systematic and practical innovation forsocial policy should be paced with the new development stage of the importance ofboth social policy and economic policy, i.e. attaching more importance to building aharmony between economic development and social development, to peacefulcoexistence between man and nature, and to a free and comprehensive development ofindividuals. Currently, it is of much theoretical and practical significance to analyzesocial policy for development from the perspective of value philosophy and to deeplydiscuss and actively construct social policy for development suitable for thedevelopment of economy and society as well as the free and comprehensivedevelopment of individuals.By defining and differentiating the relevant concepts of “policy”,“social policy”,“public policy” and “social policy for development”, their theoretical origins,developmental tracks and current studies, this dissertation focuses on a topologicalresearch targeting at social policy for development, i.e. the value inheritance of“justice”,“equality”,“harmony” and “well-being” based on the traditionally socialpolicy, thus it further helps to understand and theoretically illustrate the social policyfor development and its value extensions, such as “development”,“production”,“investment” and “all benefited”. This dissertation aims at a comprehensive andaccurate grasp of value basis of social policy for development from the perspective ofvalue philosophy, so as to improve the theoretic study, the system construction and theacademic practice of social policy for development, and to lay a solidly theoreticalfoundation for exploring and establishing the system of social policy for developmentwith Chinese characteristics and the times.
