The income gap shows a widening trend between urban andrural, regions and industries as well as between the different social groups in ourcountry. In general, the stability of the whole society and the well-being of people canbe seen easily in domestic, but the uncertain factors that threaten national security andthe stability of economy are increasing. Numerous conflicts brought by socialtransformation cannot be timely and effectively counseled, mitigated and eliminated.It puts more pressure on the Police escort agency to ensure the safety of economicdevelopment. At present, China has many problems of police resources such aslimitation of the formation number, serious shortage of police manpower allocation,inaccurate function orientation, too many non-police activities, irrational allocation ofpolice resources, overlapping kinds of police functions, and lacking of incentivemechanism. Basing on the overview of the public security police resources, this paperis to analyze the restrictive factors of police resources allocation and the existingproblems of our security forces resource allocation status and the reasons which causeit, to learn the experiences of police resources allocation from other countries, and toput forward relevant measures which can optimize Chinese police resources allocationsuch as formulating the formation standard scientifically, limiting the duties of public security, reducing non-police activities, focusing on Police Resources Redistributionand exploring suitable policing operation mode.
