According to the CNNIC released its29th ChinaInternet Development Statistics Report, as of the end of December2011, internetusers exceeded500million. Compared to last year, internet penetration rate toimprove by four percentage points, reaching38.3%. Chinese mobile phone usersreached356million, an increase of17.5percent. Compared to previous years, thegrowth of internet users have been formed a plateau. The rapid development of theinternet is not only a profound impact on people’s lifestyles, but also had a profoundimpact on our citizens to participate in national political life concepts, methods,behavior and so on, seeking advice from internet users on internet is a typicalcharacterization.The internet has become China’s mainstream media, over500million internetusers community has been formed，so that China began to enter the era of “networkmedia spotlight” and “the public microphone”. Public accountability on the internet isa new form of citizen accountability, as mankind enters the internet era, it is theextension and development of civic accountability in the network area.Public accountability on the internet can be understand as citizens use internetas a platform and channel, through criticisms, suggestions and reports exposing tosupervise the administrative staff’s duties and obligations, and demand it toresponsible the results. On the one hand, the development of the public accountabilityon the internet urged the government administrative affairs transparent and open,which effectively halted the secret operations, changed the unreasonable phenomenonof the rule of man is greater than the rule of law. Through the network, the public hasthe right to participation in politics and significantly enhanced civic awareness, thegovernment supervision also would be more effective. On the other hand, the publicaccountability on the internet would be made up for weak defects of the traditionaladministrative accountability. It can effectively improve the government’s regulatorycapacity and service capabilities，promote the traditional government transformedfrom management to service. Government functions from the management control tothe macro-guidance, the ruling idea of the “official position” to “people-based”, theadministrative concept of “supreme power” to “rights and responsibilities”. Nowadays,network accountability is having a profound impact on China’s political, economicand social life. However, when we fully affirmed the value and positive meaning ofthe network era of accountability, at the same time, we should also rationally facewith the problems of it. For example, network accountability subject irrational,because today our society is in transition, there is a very potential socialcontradictions, when internet users speeches out of rational thinking, there would bemore and more performance for an irresponsible catharsis. Network accountabilityobject do not match, leaders lack of proper understanding of the importance of thenetwork of accountability. network accountability resources loose of balance,because of the economic development gap between of the east and west, urban and rural areas, which lead to the network resources uneven distribution, some part of thepublic opinion of citizens opinion would be represented by the digital divide. Networkaccountability mechanisms do not perfect, in its developing, some aspects ofexperience with institutional gaps and blind spots and existing institutionalarrangements is not yet effectively enhance the absorptive capacity of citizens’political participation and demand. At last, the institutionalized political participationchannels need to be dredged and expanded, the interests of the citizens’ aspirationslack of institutional mechanisms for dialogue.
