The Study On The Rebuilding Of Public Accountability Of Charitable Organization In The Internet Era Based On Game Theory

The development of Chinese charity began in the 80's of last century, charitable organizations play an important role in the process of dealing with natural disasters and unexpected events, especially in the field of voluntary action, raising, management and use of the money. However, restricted by the starting late and the low level of economic development, not only the Chinese charity developed slowly, but also a lot of problems appeared. In recent years, along with the fermentation of ?GuoMeimei? incident and the exposure of various charitable organizations corruption, the public accountability of charitable organizations have been seriously damaged, some people choose to bypass the charitable organization to do charity, which not only increases the cost of the charity, but also seriously hindered the development of charity. Under this background, study the existing problems and reasons of the public accountability of charitable organizations and how to rebuild the public accountability has a very important theoretical and practical significance.In this paper, we treat rebuilding the public accountability of charitable organizations on the age of the Internet as the research object, by constructing a complete dynamic game model, with the continuous development of the Internet era background. The paper analyzed the problems, reasons and the construction of public accountability from a new perspective, finally put forward the corresponding countermeasures and suggestions. The conclusions of the study are as follows:First of all, the reason of the charitable organization public accountability crisis occurred mainly in the following four aspects:(1) the rights of Chinese traditional charitable organization is too large, through illegal means to obtain a huge amount of illegal income;(2) the supervision of the traditional charitable organization's illegal profiteering behavior is difficult, and the punishment is not effective;(3) for individuals, public and the society, the supervision cost for charitable organizations is very high, and it is difficult to implement;(4) the government's involvement leads to the charitable organization pay more attention to short term and short-term gains. Secondly, the study found that the emphasis and difficulty of the reconstruction of the public credibility of charitable organizations are mainly four aspects:(1) there is conflict of interest when government function of traditional charitable organizations is stripped;(2) the qualification examination and the authenticity survey about the sponsors of charitable projects;(3) review mechanism of the Internet charity information credibility;(4) the management mechanism of donations.Finally, put forward the countermeasure and suggestion:(1) improve the systematic construction of the charitable organizations' external environment;(2) improve the systematic construction of the charitable organizations' internal environment;(3) stripped the charity functions and government functions from the traditional charitable organizations;(4) strengthen the cooperation of traditional and internet charitable organizations;...
