Since the reform and opening-up, the Pearl River Delta region has reformed substantially, opened firstly, forged ahead, and then made great contributions to the reform and socialist modernization construction. But now, as a result of the great changes of economic situations in the world, it will face a lot of challenges, but also have many chances during the transition of its economic structure and its development pattern. Therefore, how to grasp the opportunities and keep the advantages of its successful experience in the policy implementation directly affects the government image and the credibility of the government. At the same time, by doing this, it will also offer some valuable experiences for other local government.Based on the above situation, the paper is trying to put forward the conception of government execution ability and local government execution ability by analyzing the public policy, policy execution and execution ability.
