Due to the implementation of family planning policy, the population birth ratedecreased rapidly, the rapid growth of the core family. Along with the social economy andthe improvement of medical treatment level, the population life extended continuously, theaging trend appeared in2000.China has entered the aging population society, and belongsto the old before rich state, therefore face aging serious challenges. With theindustrialization and city change a course accelerate, the social changes in the old manoffered to independent living quantity unceasingly increases. With the increasing numberof core family, family support function is weakened gradually, their respective form a newfamily, the emergence of a large number of empty nest elderly. Three lines of city in Chinaas the largest number of empty nest elderly in city, is a huge quantity, is worthy to payattention to vulnerable groups. The three line of the city empty nester pension status,relationship with the life quality of the aged, but also related to China’s harmonious societybuild. The author takes Zibo city as the three line of the city a case, on the empty nestelderly pension status and nursing needs an empirical analysis, with a view to improve thethree line of the city empty nest family social support system, fully rely on communityresources, integrate various social resources, expanding the social support groupparticipation, thus establishing a set of government, society, community, family, volunteersand the elderly themselves as one of the six full line three city empty nest family socialsupport system.
