Since the 20th century,70s, a worldwide "third wave" which is a wave of democratization arised, democracy has gone beyond the nation-state and cultural boundaries to become an unprecedented political goal of modernization that all the countries in the world to pursue. In the three decades after reform and opening up, China's economic system reform and opening up, China's economic system reform and economic construction has made tremendous achievements, but political system reform still lagged far behind. It has a long way to go to the objectives of political modernization no matter inner-party democracy or social democracy-building. In contemporary China, in the process of political democratization, reinforcing the political culture research and construction compatible with modern democracy is undoubtedly of great theoretical significance and practical significance.Culture is a very controversial concept, we can make it as a broad, in-defined and narrow meaning and understanding. Political culture as part of the culture, and thus it become one of the political science concept which is more difficult to define. In this paper, basing on an analysis of a number of scholars' definitions on political culture, the writer attempt to break through the old-style way of classifying which is according to the width of the content, try to make a new understanding and grasping of the concept of political culture based on the differences in the nature of the content:first, the official political culture; Second, civil political culture; Third, the hostile (anti-official) political culture."The historical experience of Political development and political cultural development of countries in the world" research and Chinese Democracy Construction and its relationship to the development of political culture" research explain that, no matter it is the West or China and regardless of the development is for capitalism or for socialism, in fact, interoperability exists between the two, namely, the balance point of social stability and its development is always focused on social equity and capital efficiency, swing between the left and right, so from a new angle to understand the confrontation and reunification problem between socialism and capitalism system and ideology is also not a bad idea.Contemporary Chinese political culture development display a "socialistic political culture dominated; a variety of other social political cultural co-existing" pattern, namely:the socialist political culture as the main body, its dominance is no doubt, at the same time, the traditional political culture influence deeply, a variety of other political thought develop actively and it has a "market" within a certain range. Assessments of political trends is also one of the focuses of this article, despite the various political trends may not be "existence that is reasonable", but reflect the existence of consciousness, therefore carry out an objective assessment, rather than ignored or even suppressed should be our natural choice, perhaps only in this way can we make a better conduction and integration, make a healthy and orderly development, make a better guide to the individual political behaviors, make a help to the consolidation of social stability and promotion of the political development.Building a political culture which is conducive to China's democratization is a long-term and arduous task, but the variability of the political culture also illustrate that we can make a difference. As the ideological needs and its own characteristics of the political culture, it must adhere to certain basic principles during the political culture construction, on this premise, explore the basic way for its construction in the real politics was operational. Above is the thought that I followed.
