With the gradual deepening of political system reform in Mainland China, rapid development of market economy and formation of civil culture, the demand for both the quantities and quality of the NGOs is increasing rapidly. Taiwan and Mainland share the similar cultural traditions, ideas and development history. Therefore, by using the comparative analysis method, the paper does the comparative research on the concept, classification, development evolution and status of NGOs at both sides of the Straits. Then, by combining the great demand of politics, economy, democracy etc. in Mainland China and aiming at the disadvantages and weaknesses of NGOs development, the paper gives the suggestions as follows:firstly, the development of NGOs in Mainland China should first be based on its own situation and the features of socialism; secondly, the development should be under the government leading; thirdly, government should take great effort to promote the self-improvement and construction of NGOs vigorously.
