Research On The Implementation Of The Minimum Price For Grain Procurement Policy In Changde

Grain is the most basic life material of the survival and development of human society, matters vital to stabilize the market,the national wellbeing and the people’s livelihood. Also it is important strategic assets of economic and political weight. In recent years, for stabilizing grain markets and the security of food reserve, promoting the sound and rapid eco-social development, since2004, the government starts the policy of minimum price for grain procurement, implementing a minimum price system for buying grain, to some extent, securing the interests of farmers. By doing this, it will stimulate the farmers’initiative to grow grain and the development of local grain production, resulting in stabilizing the grain price, ensuring the safety of grain storage and increasing farmers’ income.The purpose of the article is to analyze the problems found in the implementation of the policy of minimum price for grain procurement in Changde City, Hunan Province. This paper firstly introduces the background and significance of the subject, domestic and foreign literature review, research methods and research content. Secondly, from theory basis of the implementation of minimum price for grain procurement policy, this paper gives a detailed explanation of the connotation and characteristics of the policy. And it discusses the necessity of strengthening the policy implementation during the transformation period. Moreover, according to related actual data and existing material, this paper investigates the implementation of the policy, affirming the achievement won by implementing the minimum price for grain procurement policy in Changde. This thesis especially gives a more profound analysis on the problems and reasons found in the implementation of the policy. Then, summarizing the experience learned from the system construction of grain circulation at home and abroad. On the base of theory analysis and practical experience, the paper puts forward countermeasures and suggestion on further strengthening the implementation of the policy. The research on this point will provide certain reference in the implementation of the minimum price for grain procurement policy in other prefectures, cities of similar situation in Hunan Province,:even in the whole country, at the same time, helping researchers make further research on the policy.
