Under The Environment Of "civil-military Integration" Strategy Research Organization

It is military and civilian integration that deeply integrated the national defense and military modernization in the social and economic development, which is comprehensively boosting various fields in economy, science, education and technology to a broader scope, a higher level deeper level, and providing the national defense and military modernization with rich resources as well as sustainable development. In the increasingly competitive global revolution in military affairs, the background of the dual task of domestic economic development and building of national defense strategy, the implementation of the military and civilian integration is rejuvenating the whole country and the way to strengthening defense.The representative of military powers such as United States, Japan, Russia, France and the other western developed countries have many mature theories and successful examples of advanced military and civilian integration implementations. However, due to the differences on the institution and culture between the western countries and our nation, the pattern still cannot be applied mechanically to the country, while instead, a suitable own path of transformation need to be explored. Shortly after the founding of China, it began to carry out the exploration and practice. However, China is still at the early stage of military and civilian integration so far, with barely developed theories.The main contents are as follows:(1) The organizational feature of military enterprises which have already implemented the strategy military and civilian integration. In the environment of the market economy, there are many differences between military industrial enterprises and non-military industrial enterprises in China. For instance, the customer of the military enterprises is only a single demand-side of the military, that is, their product management is based on limited competition; price setting is not compatible with normal market mechanisms; the direction of technological research is decided by the current situation of the country, etc. Therefore, in order to simultaneously conduct internal R&D and manufacturing of military and civilian, the enterprises have to face the duality of the target, the differences in the background, the object of systematic, reform progressive and other issues during the implementation. It also lifts the structural requirements of the military enterprises onto a higher level. China’s military enterprises are in a critical period of business transformation, and they need the in-depth study on the transformation.(2) The case study on the military transformation enterprises. Multiple cases are analyzed based on theoretical sampling of twelve furniture representative research institutes and military enterprises. The case study helps with the in-depth exploration of the specific integration of the corporate structure of China’s military enterprises and research institutes under current circumstances, leading to more theoretical thinking and forming a basis for future empirical research.(3) Questionnaire survey of military enterprises. On the basis of case studies, we conducted a survey of research in these twelve research institutes and military enterprises implemented military and civilian integration strategy. In the questionnaires, we further analyzed the organizational structures and the integration of the military and civilian in the cases, and came to a conclusion that the military enterprises should establish a loosely coupled organization for the enterprises which have difficulties of sharing their technology as to implement the strategy of the military and civilian integration.
