To constract an innovative country is a significant strategic choice made by our country under the actual needs of the transformation of economic and social development, is one of the core strategy of the current and coming period of economic and social development. Constracting an innovative country, as an engineering system, is not only the development of scientific and technological innovation, but about the system changes in all areas of society, so it needs to be driven both by science innovation and technology innovation in social field. At the same time, the proposition of building the social goal and the concern on social management innovatio indicate that China would farewell economic policy era but towards the era of economic and social policies together. After the continuous development of reform and opening up policy, China’s social forces continue to grow, and the social field also gradually separates from the economic field and administrators areas, becoming into a relatively independent space. So from the social innovation perspective to observe the social basis of an innovative country, to analyze the existing problems of the social basis for China’s building an innovative country, and then from the transformation of government functions, optimization of the social structure, social management system innovation and social policies, to explore the realistic ways to foster social basis for the innovation country, undoubtedly, there will be important theoretical and practical significance.Based on the reality of lacking theoretical and practical research on social innovation, the writer first determines the concept of social innovation, then starts with exitsing research on social innovation problems and extends the concept of innovation-oriented country as the logical beginning. After combing and referring of existing research on theories and practices, the writer makes an explicit explaination of value orientation, basic functions and the way of realizing for social innovation, and extends the concept of innovative country from just technological perspective to social innovation perspective, which inriches the connotation of an innovative country, at the same time, more accyrately reflects the actual situation of our country.
