| Social management innovation has become a hot issue for local governments, but also an important new task. It is to solve at present a series of contradictions and problems currently, so as to promote the benign development of Chinese society. Although there are a lot of innovation experiments ans models all over the country, but fundamentally speaking, many innovations need to locate a reasonable paradigm. The dissertation focuses on this problem and makes an empirical study and analysis.The dissertation first reviews the domestic and overseas social management researchesein a comprehensive analysis.The "people oriented" social management innovation in Hangzhou City has undertakes a rapid way in all its stage of development. We analyzed the basic types, basic connotation and cause of formation and other aspects in detail of this model in Hanghzou, and give the analysis of social value, limitations and forming elements of the "people oriented" management. Finally we aim at the limitations and outer conditions to put forward some advices for the "people oriented" social management innovation.The article concluded that Hangzhou "people oriented" social management innovation is the innovation of social management of a virtuous management state. The process which advocated by local government and citizen society is benign and interactive cooperation, achieving one maximum win-win social management target. It would be an orientation of reasonable case, and accord with the construction of democratic politics in China and the the trend of social development requirements in the world. |
