The Construction Of Stereoscopic Anti-corrupt Government Culture Oriented By "Zero-tolerability" Of Sub-corruption

Anti-corruption culture， combining the ideology of anticorruption and the culturalconstruction，raises a claim on the spiritual level and evaluates anti-corruption with the view of“software”. It has become a brand-new approach to fight against sub-corruption. However, thescope of corruption is enlarged as time goes by. At present, sub-corruption becomes a stubborndisease. Set in the trend of promoting anti-corruption culture construction, fighting againstcorruption gains the brand new idea from “culture”. How to prevent and control sub-corruptionwith culture construction becomes an important task.This article is divided into five sections. Section1introduces the context, significance andmethods. Section2analyses cultural reasons of sub-corruption by combining its manifestationson the base of explaining its content and introduces “zero-tolerability” incorrupt culture.Section3discusses the present situation of incorrupt culture construction from two sides: onone side, it summarizes the realized achievement; on the other side, it analyzes its practicalobstacles in public administration, law, economy and culture in detail. Section4discussesincorruption government culture construction in Hong Kong to seek for successful experience.Section5provides advices on approach to promote the development of incorrupt culture fromfive aspects: ideology education, concrete actions, relevant publicity and institutionalimprovement.
