But these foursolutions can not fully satisfy the requirements of improving the tensedoctor-patient relationship. Medical arbitration system is exactly animportant form and procedures of Medical dispute solution. Medicalpre-arbitration system is an effective way of dealing with medical dispute,which is widely popularized by the United States and other countries.This article through studies on the medical pre-arbitration system,byanalyzing the situation of domestic legal system and medical dispute,theadvantages and disadvantages of medical dispute solutions and mandatory arbitration system in foreign countries,to demonstrate the necessity andfeasibility of constructing the medical pre-arbitration system in China,toassess their fairness, necessity and practical feasibility in application fordealing with medical disputes,to expound the structure of medicalpre-arbitration system and the organization, procedures of arbitrationcommittee,to analyse the major obstacles to the system construction andExplore appropriate solutions and recommendations.Through the study of the above problems,a realistic and practicalpolicy recommendations for the establishment of such scientific,rational,efficient and equitable mode for resolving medical disputes hasbeen provided,while new ideas and direction for reforming medical disputeresolution system has also been supplied.
